Tioni Tiffany Brown, 34, of Chalfant waived her right to a preliminary hearing before District Judge Thomas Caulfield on March 13 on charges of aggravated assault, disorderly conduct-engage in fighting, resisting arrest/other law enforcement and driving under the influence (general impairment/incapable of driving safely, first offense). Charges of aggravated assault, driving under the influence (highest rate of alcohol, blood alcohol content .16+, first offense, and public drunkenness and similar misconduct were withdrawn. Michael Royster, 32, of Wilkinsburg waived his right to a preliminary hearing before District Judge Thomas Caulfield after being accused of making more than 25 calls to the office of District Judge Kim M. Hoots in Wilkinsburg on Jan. 26. According to a criminal complaint filed by Wilkinsburg police, Royster originally called the district court office to complain about being evicted from his residence. He had been advised several times on how to handle the eviction, the complaint stated. Royster is accused of later threatening the employees, judge and police in each of the calls he made. He faces a formal arraignment in Allegheny County Common Pleas Court at 11 a.m. April 16 on three counts of harassment-communicate lews, threatening, etc. …

David Moore, 19, and Josh Frazier, 23, both of McKees Rocks, face a number of charges in connection with a home invasion on Jan. 22 at a home in the 7500 block of Ardmore Street in Swissvale. Both men waived their right to a preliminary hearing before District Judge Thomas Caulfield on Feb. 20 in his Forest Hills courtroom. Swissvale police filed numerous charges against the two men, who broke into the house and attempted to rob a man and two of his relatives. According to a criminal complaint, Moore, Frazier and an unidentified woman entered through the front door. John W. Banks, 65, of North Braddock faces three different DUI charges after an accident occurred while he was driving the wrong way Dec. 16, 2012 on Ardmore Boulevard in Forest Hills. Banks waived his right to a preliminary hearing before District Judge Thomas Caulfield on Feb. 13 on charges of driving under the influence (general impairment/incapable of driving safely, second offense), driving under the influence (high rate of alcohol, blood alcohol content .10 to .16, second offense) and driving under the influence (general impairment/incapable of driving safety, first offense). Michael Lee Snoe, 34, of Penn Hills waived his right to a preliminary hearing before District Judge Thomas Caulfield on charges stemming from a traffic stop conducted by Churchill police on Dec. 27, 2012. A Churchill officer observed that Snoe's silver Mitsubishi Galant had an expired inspection/emission sticker. The officer watched the vehicle turn on to the Parkway East ramp without using a turn signal, then follow a traffic trailer at an unsafe distance. The officer attempted to initiate a traffic stop at the Churchill on ramp but Snoe proceeded for several hundred feet before stopping on the Parkway beyond the Wilkinsburg exit. A Pittsburgh man who led police on a high-speed chase along the Parkway East and Boulevard of the Allies appeared before District Judge Thomas Caulfield in his Forest Hills courtroom Jan. 30. Juan Hernandez Carrera, 45, of Pittsburgh was held for court on charges of fleeing or attempting to elude officers, recklessly endangering another person, resisting arrest/other law enforcement, failure to stop at a red signal, disregard traffic lane (single), turning movement and required signals, driving at safe speed, careless driving and reckless driving. Owens Hickman, 21, of Forest Hills was held for court by District Judge Thomas Caulfield on Jan. 23 on charges of criminal attempt-criminal homicide, aggravated assault, simple assault, three counts of recklessly endangering another person and two counts of endangering the welfare of children-parent/guardian/other commits offense. Knudsen, 27, of Bridgeville waived his right to a preliminary hearing before District Judge Thomas Caulfield on two counts of intentional possession of a controlled substance by a person not registered, use/possession of drug paraphernalia, careless driving and driving under the influence of a controlled substance or metabolite (first offense). Forest Hills police filed the charges after an officer observed Knudsen driving erratically with no headlights on in the 2100 block of Ardmore Boulevard on Aug. 19.
