Stray Cat Problem Reported in Swissvale

Council addressed the issue at Wednesday night's meeting.

Residents complained to Council Wednesday about a stray cat problem on Monongahela Avenue in which several of the animals are being fed by a neighbor.

The borough earlier this week sent a code enforcement letter to that resident, who was not identified at the meeting, to stop feeding and harboring the cats outside.

“The letter has been sent and we have not yet heard back from this woman and we have done everything possible with the ordinances to handle this matter,” said Borough Secretary Amanda Ford.

Ford also said the borough contacted the Humane Society, but crews will not come out to address the issue unless a house is infested or mental illness is involved in the care of animals.

“We also have had some discussions with Triangle Pet, which is our animal control, and we are consulting with council,” Ford said. “What we need to do is first address the person, and let her know that if she does not stop, she will be held accountable for the financial reimbursement."

Residents said the stray cats have been wandering the streets and area yards and have become a nuisance. It was reported that there are more than seven cats and four kittens in the area.

The borough plans to wait to hear back from the resident and also bill her for the removal of the animals if the problem progresses.

“We’re moving ahead on this one,” said Council President Dave Petrarca.
